Definitely some kind of cover up.

I would think those three men threatened her but due to them being at close range, the fact they had superior firepower - i.e. a machine gun - and the fact they said they were going to kill her even if she dropped her gun, she decided to defy them by using the gun on herself rather than slowly sit down, her using her gun resulting in the entire braincase being blown up except for the frontal lobe. The old families who ran the town would have been descendants of the slaveowners who founded it, and would be linked to the Southern Mob via Reconstruction, Redemption, the nadir of the civil rights movement, and the civil rights movement. The Greater South uses a surprising amount of Latino slave and serf labour in ranches, family farms, and factory farms, the labour comprising Cubans, Islenos, and other Caribbean people, and those three men were trying to make better lives for their families. They were hired as muscle by the old families/Southern mob for various work, and the three men were involved in the theft of the golf cart Officer Davina Buff Jones because organized crime controls petty criminals.

The old families who ran the town were angry that Officer Davina Buff Jones enforcing the law meant that tourism was more regulated and they made less money, and the police traditionally supported the slaveowners before and during the American Civil War and the former slaveowners from C.E. 1865 to C.E. 1982 - the Confederate States of America is considered by political scientists to have continued to exist as a failed state a la the Redeemers and the Second and Third K.K.K and Citizen's Councils in this period - and the Greater South suffers from corruption due to poverty and the control of the political economy by the slaveowners. The police are also a boys' club in which sexual harassment is rampant, and politics is also such a boys' club, hence the sexual harassment suit against a emergency medical services worker working for the local government. I don't think the men had orders from the mayor or something like that or even from a Southern mob boss, the men were just told to intimidate anyone who got in their way: obviously the men were not trying to intimidate a POLICE OFFICER, it is just that Davina Buff Jones was trying to ask them questions about the golf cart and then she saw they had the machine gun.

The situation escalated to Davina Buff Jones telling them to put the gun down, but due to the men being at close range they ended up taking control of the situation: I don't think they ordered her to commit suicide because it would have been simpler to just tell her that they were going to kill her, as I said they were at close range and thus she could not escape.
